No you can't. Internet Explorer is distributed as an installer that's some hundred kilobytes. That installer runs only under Windows. The installer downloads the actual program. Not so. Most users are only aware of the small installer version that you're talking
about above, but there is always the full version available for downloading and
installing for those who don't have Internet access. There are two ways to do
this:
(1) Install the small installer above, but tweak it to force a download of all files
which can then be burned to a CD as a full Internet Explorer package. You can
then use this CD to install the full IE when offline, on multiple computers. See:

(2) Download the full IE6 file from http://browsers.evolt.org/?ie/32bit (click
the "6.0" folder, then select the "IE60.exe" file). Not sure if this is an official
build or just a self-extracting version of (1) above, but it's 76.74 MB in size
so appears to be the full thing.
