Voice recontion api?

i know in winxp mircosoft inculdes a api that allows programmers to "talk" to teh pc allowing the exacution of commands (in meida player i know) and i found anohter program that uses this speech engine
so i wonder were i could find these commands and use them
i looking at exeramenting with it

accally we hardly get snow were i live it becasue i live in the vally and thats only like 300 feet above see level...
it mostly rainny in the winter not snowing
then in the summer i doesn't rain at all for 3 months :O
