Move "Stop at" Preferences items to Debugger Menu

The "Stop execution at program start" and "Stop execution before program end" items are slightly inconvenient to use tucked away in the preference dialog. I suggest that they would be more accessible as checked menu items in the debugger menu below "Use Debugger".
