Suggestion: allow tabbing in the shortcuts portion of preferences if accessibility mode is enabled

Currently, if I want to set a hotkey in the PB IDE, I find what I want in the list, tab to the hotkey field, object navigate using my screen reader's secondary cursor to the set button because I can't tab from a hotkey field, pres my key, then click the button with another screen reader command. Because of how hotkey fields capture all keys, this is the only way I can do it currently. I understand why tab gets captured in these cases, but for screen reader users, not getting keyboard focus completely trapped by a control is worth not being able to use the tab key as a shortcut 
I'm not sure how these hotkey fields work at all, so maybe this is impossible, but if in accessibility mode, is it possible to allow tab and shift+tab to not get picked up, and just navigate like normal?
