Green counter/"hourglass" over Windows taskbar icons

Is there a way to use the gree overlay counter that appears over processes of which the icon is displayed in the windows taskbar area like in this image?
This is a crop of the bottom of my windows desktop screen, you can see the A (Arturia) icon with the green overlay that moves as the program is installed.
Can we utilise this from PB?
