Linux doesn't release the port

If I want to restart a Purebasic server and clients are still connected to it, Linux does not release the port for at least 1 minute.
However, if I run the server under Linux with Wine, then Linux immediately opens the port.
So it must be possible to change the behavior of Linux.
Now I read that this one minute should be hard-coded into the kernel. That's why I can't get any further.
Can someone help me?
