Toolbar not static white on Windows contrast mode

When you compile a program having a window with a visible toolbar then, while Windows contrast mode is turned on, the toolbar is always displayed with a white background even when the mode is set to black and all other programs have a black toolbar background.
Windows 10 x86. Can't talk about Linux or macOS.
