Mouse Utility: Spotlight

Is anyone aware of a free/low-cost mouse utility that will change the pointer to a spotlight? Ideally, the size and shape of the pointer/spotlight is user-configurable.

Do you mean inside an application or the mouse pointer in Windows (regardless of your application)?

Either inside Internet Explorer or independent of application, the former being somewhat more ideal.

In XP you can change the default pointer in the control panel / mouse area - don't know about other versions of Windows..

This is under Win98 and there are few available options, hence my search for third party software.

Oh yeah, there is the loadcursor_() API function..
