[Implemented] JPG quality flag...

Please Fred,

don't forget a JPG Quality-Flag.

When I work with the Intel-JPG DLL I can adjust the quality level.

It would be nice to use PureB's JPG library for Imaging when I code in PureB.
But for this, the quality must be to-the-max/adjustable.

There are still some left:
Fred didn't mention 128 bit floats, 256 bit integer, 512 bit burger........... :mrgreen:
