anyone knows of a free program that will allow me to compose a picture by drag-and-drop different objects onto a picture?
like for example, put a hat or a mustache on the picture

If you are planing to draw the Objects yourself, any free vector graphic program will be suitable (InkScape looks promising).

If you use Bitmap graphics, you could use Paint.Net and put all objects in different layers to arrange them and move them around.
