Initially the Framerate could be slower if tripple buffering is used - the 'wait' doubles iirc.
The high cpu usage is weird - is it the same without debugger enabled?
What happens without WaitWindowEvent() and the 16 ms clock?

It mentions porn sites in the post body (as I showed), but then adds the links later with an edit. Like it did here:

See the "Ccleaner" and "Happy Wheels" links there? They weren't there when the post was first published.
