Problem with tool panels not showing. PB 5.62 and onwards

I am on PB 5.62 and also tested this with PB 5.7 beta3 and I have a problem with tool panels not showing.
I am wondering if this is because I am on Windows 10 or running the screen at 125% scaling or both.
I can add tools to the panel and when the panel appears, it is blank with the tabs at the right had side for each choice. When I try to click on a tab, the panel shows and it is blank.
And of course DPI doesn't work in Windows 10 Insider Edition. Doesn't seem to work on the consumer edition either.
EDIT Just tried the tools panel at 100% scaling, same problem. So it must be Windows 10.
