IDE 'Issues' coloring within Procedures

The IDE Editor Preferences for coloring Issues, such as TODO and FIXME, do not work if you select 'Background for Procedures' in the Editor / Coloring preferences. The 'Background for Procedures' color overrides the Issues coloring. It would be preferable if the Issues coloring were to override the 'Background for Procedures' color where applicable.
