Shortened ListIconGadget

I am putting this here because I think it might be a Windows' OS issue.
Have just bought a secondhand Win7 machine and comandeered a Vista laptop from a family member in order to find out if it is worth moving out of the XP era.
However I ported over a program that I wrote a few months ago and was suprised to find that it does not quite work.
Let me explain that:-
the resolution on all machines is 1024 x 768 (apart from the Vista laptop that has a slightly different increase width).
I prefere using the Fixedsys typeface because it is so clearly visible and it is much easier to format with a fixed font.
I think I understand the problem which centres around the ListIconGadget. Pb allocates vertical spacing on the basis of the typeface height. However for Fixedsys the interpretation given by Win7 and Vista is not the same as that given by XP. Hence the program does not display properly.

The left panel is the XP one and the right is the result in Win7 and Vista. As you can see the right hand panel lists have been 'shortened' by about six lines although the overall frame height remains the same.
Is there something I can tweak in the OS (or perhaps the program) so that it displays properly?
Appreciate that I can resolve the issue by having less items listed or by changing the typeface and then implementing a different formating.
However I thought I would ask before committing myself to any changes.
