5.31B1 x86 - Some small IDE issues

Some small issues with the IDE:
- In the right panel, at startup it always switches to the Form tab, even if at close time the Procedure tab was selected
- The Ctrl + F4 shortcut (toggle folding) does nothing
- In the settings dialog, the currently used theme optiongadget is not selected by default
