Create a PureBasic Version with GTK3

This will have 2 benefits:
1) There are Linux systems out there that don't have gtk2 libraries at all, and their users use only gtk3 apps (and have no intentions to install gtk2 libraries)
2) The PB team would experience the same shortcomings of the gtk3 subsystems as PB users do
(actually not, because the IDE doesn't use all available gadgets)
