The Background color dos not work in the Tools panel and the Error log area.

It seams to be a problem of the IDE Preferences.
On OSX the color options of the ToolPanel are not shown like in the Manual, but I can change the color by opening the PB Preferences file with a
text editor.

The color option you are looking for is in Preferences/ToolPanels/Options
