The dubugger window insist on being on top which sometimes puts it in the way.
I don't mind it opening on top but not being able to bring the edit window up is a nuisance.

Is there another option for allowing the editor window to eclipse the debugger windows?

Not yet. I've wanted this for a long time, too. :)
