Is this "gadget" possible to obtain in PureBasic?

Greetings to all,
very simple question, picture is below (same feature is present with DropBox app)
I guess this is something web related, right? The only thing I'd really need is a way to "pop out" a window from the icon in system tray, rather than having a "real" window minimized and fiddle with exact location of tray icon every time.
