Why wouldn't the armed forces deploy Mili Linux?

If a group of gamers can come up with Angel Linux, how hard could it be for the NSA techies?
They could save loads of cash, be far more secure and independent from some 'for profit'.
And much more efficient.

My guess is that the base command is simply doing what it must to avoid 8.
