What Tool Should I Use To Open or edit or create these files?

What do you wanna do?
For simple editing, I would prefer the .mesh.xml and .Skeleton.xml . It´s easier to read.

I just Want to Create a bodyModel and it can walk and run.
I find the PB 3DExample used .mesh and .skeleton files,but No .mesh.xml and .Skeleton.xml files.So,How to edit or create .mesh and .skeleton files?

If you wish to edit a mesh file then I'd use OgreXMLConverter like Fred recommended.
If you wish to model your own meshes then I'd recommend using modeling software like
3DS Max,
Blender,
Deled etc.
Then after creating your model use an exporter to convert them to the Ogre format.
