If you ever want a good laugh go look at how the US government and their contractors handle things like information leaks and policy correction, or if you just want a quick glimpse at how a nation accumulates trillions in their own debt&currency every two years. It's like when they find out they are doing something wrong they find a way to do it more wrong..

I can see where in an organization of that size nobody may have really noticed that they were over their authorized limit. It happens. The main thing is that being made aware, they're making it right without a fuss. It's all good.

It sounds like the Army may have hacked the license system to do it -if so, they must have known they were doing wrong. With such a huge breech, it must have been initiated by someone higher-up than the Army IT guys that installed it all. The Army are not paying the full amount for the number of units they use either, $50M is a compromise that Apptricity basically had to accept. So, somebody needs to sit on the naughty chair....
