Is there a command in PB that allows me to put an icon in the upper right hand corner near the clock?
I want the user to click the icon and my program pops up

You need the PureBasic SysTray library for that

In PureBasic help it says that Systray Library supports ALL OS.

Yes, Systray lib handle this on OS X.
