Tool Panel AutoHide Force Show

It would be nice to have at least an option in the Form settings, to force the tool panel to show when in form design mode (even with autohide option enabled for tools panel in tools options). The side panel gets in the way when coding so autohide is great, but when designing a form its a real pain with it automatically hiding all of the time.

I toyed with the idea of always having it open, but got sick of it taking up valuable code space.

On a multi-screen setup, it's much better to have the form designer on a seperate screen, that should be an option as well.

Also would like the form designer to not inherit the IDE color settings.
