WYSIWYG HTML which allows easy target selection on links

I need some help. I'm looking for a HTML editor (simple as possible, preferably WYSIWYG) which allows TARGET selection.

Here's the scenario:

I have a file called A.HTML, I want to link to another file B.HTML, to anchor #example, so the link would be B.HTML#anchor

In the very old Netscape 4.7 editor I would select the link, hit properties, then select the destination file, upon which Netscape would show me all possible targets inside the selected file.

For example, in SeaMonkey I create a link then can choose a file, but it will never list the targets in that file. Same for Kompozer, Amaya, Netscape 7, Seamonkey...

This seems to me a basic functionality in any (simple) HTML editor. But, strangely enough, I cannot find it in any of the editors I've recently downloaded and tried! Am I overlooking something very basic? I just don't get it...

I use to use Namo WebEditor all the time some years ago. I believe it offered anchor support but do not really remember now. Have you tried that one yet?

With Serif WebPlus X5:
Select some text, right click, HyperLink (Strg+K), select Anchor
