Topic reply notifications using ip

Just recently I received a Topic reply notification from this board.
The thing I considered unusual about it, was that the URLs used
ip addresses (88.191.63.41) instead of server names.
I first considered the possibility of someone trying to lure me
to another place.
I then found this ip address matched to http://www.purebasic.fr.
Is this a mere accident or is there more to know about that?
I was also thinking, that going by ip addressed instead of
server names could prevent problems caused by
DNS entry faults [caused by some new "legislation"].
