Windows 64-Bit running 16-Bit or DOS EXE's
Windows 64-Bit is capable of running 32-Bit EXE's
why can you not Run 16-Bit EXE's or the older DOS EXE's anymore on Win-64bit ??

Yes/No. 32-bit EXEs only run using WoW64.

Because emulation for these (WoW) is not provided on the 64-bit version of Windows.
You should be able to run the DOS programs using DOXBox:
