"Safe" directories

Hi all.
I am realative new to developing with Mac OS. In Windows XP everything was safe, I could store all my files in the root c:\ if i wanted to and that caused no problems. Vista and XP this became hell, it created trusted directories, rights and "virtualstore" so one had to stick to using a few directories.
gettemporarypath() get the tempdir (/tmp/ on mac) and is safe to do most things.
The "my documents" (user/documents) is also a safe directory to use with Windows... Is this a good place for datafiles with Mac? Is there a better directory to use, what happens if I use the applications directory - is this only for administrator?
