3d audio engine with eax support under vista/7?

Hello,

Due to MS removing HAL (hardware abstraction layer) from directSound3d under vista/7 developing games having 3d audio with eax support became a nightmare.
What we used and knew, such as Fmod, Bass, etc are all using DirectSound as their output method and since there are no hardware memory detected, plus hrtf is also removed from software rendering basically all they can do is output stereo audio with rolloff and dopler effect.
The only way it seems, is OpenAl as it does not use DirectSound. The problem is, its really a nightmare to use. I found a wrapper called FreeSl which seemed promising, until I tried and got an entrypoint not found error when calling FslInit. I tried it in pb, vb6, java, AutoIt, all of them give the same error.
I'm wondering, does anyone know of a 3d audio engine which is free and has eax support also (or real time effects), maybe a wrapper for OpenAl which works?
