Dual monitor display for IDE help files

I have a dual-monitor setup and if I press F1 on a PureBasic keyword, the Help opens on my second monitor because I dragged it there. Good! But I press F1 on an API keyword, the Win32 Programmer's Reference always tends to open on the first monitor, but only if it's a small size. If I've dragged it to be the size of the second monitor's desktop, then it opens on the first monitor. But if I've set it to say half the size of the second monitor, then it does open on the second monitor. I'd like to open at any size on the second monitor, like the PureBasic Help file does. I assume they behave differently because the PureBasic Help is "HTML Help Control Version 5.2.3790.1194", and the Win32 Programmer's Reference is "Microsoft Windows Help 5.1.2600.2180".

The help viewer is an external program. We have no control over it.
