doing equalization requires (if not supported by sound hardware) dsp-processing ie filtering. there's a lot of math involved.

maybe fmod (http://www.fmod.org[/urg]) or bass (http://www.un4seen.com/) might be what you're looking for.

they are both coming as dlls.

if you still want to dive deep into the audio-dsp materia:
i'd like to recommend tobybear's site (http://www.tobybear.de/) - he's has both examples and good bookmarks so it's a good starting point imho
