New %COMPILEPARAMS for tools

It would be very useful with an IDE tool parameter %COMPILEPARAMS which would contain the parameters the IDE would pass to the compiler if compiling the file from the IDE.
I made a similar request a long time ago:

My idea was for the IDE to reevaluate the commented compiler options so that they could actually be changed.
