I have a few small apps for my own use that use Repeat...Until and then exit,
without using End after the loop. Is that okay to do, or should I be using
End to "clean up" stuff?

If I understand you correctly, you only want to know if a END is neccessary at the END of your Source. (Or another position where you quit your app)

Normaly, PureBasic frees all the stuff it allocates itselfes after exit. Note that it does not free mem, for eg., that you allocated by api commands or something like that.
