'Unblock' status - in Windows Vista and Windows 7

You know that "Unblock" button that appears in the properties of some applications and .chm files? You know the one, you right click on the file, choose 'Properties' and then click on the 'General' tab and if the file is blocked from running the "Unblock" button appears on the tab below the 'Advanced' button. If the button is not present the file is not blocked.
Sure, you could look at the properties, but what if you want to programatically test a file for this blocked status? Does anyone know how to programatically get the status of the file, if its blocked or unblocked?
