Keyboard tabbing

I'm not sure if this a Linux special or it's by design:
I use Ctrl+Tab a lot to switch between sources, but with a project open, the ctrl+tab gets stopped, and I have to then use the mouse to switch to a non-project tab for my tab switching to commence... and it's getting annoying to the point where I close the project and work without it.
So, is that a Bug or Feature?
And is it only on Linux, or do the other OS's behave in the same way?
