Very sluggish Web experience with new graphics card [SOLVED]

Update: The issue was solved and I can now use any graphics heavy stuff without lagging. I don't know why it did it, but installing an updated audio driver for the HD audio controller did it! :)

Sorry to bother you about this, but I just couldn't find a solution for my problem. This is a build for a friend, which is loaded with the ATI Radeon HD4670. This also is the first ever modern Radeon card I have to work with (personally prefer NVIDIA).

The problem I have (and don't reall yknow how to solve) is sluggish 2D performance. Some websites like Gmail or heavy graphics enabled ones are really hard to work with, because scrolling for example has some delay in it before it actually scrolls the page. The PC is very powerful and should be able to get this right so I'm guessing it's a software issue.

I installed the latest driver from AMD website and also Catalyst. I made sure that GPU scaling was enabled, which helped some applications, but not everything. All latest updates were installed (XP SP3) and the web browser is Internet Explorer 8. I know, IE8 is nothing to stick with, but my friend is very anti-Firefox(/Opera/<your favorite browser>) (to say it mildly) and prefers Internet Explorer over everything. So any ideas on how to get it to work smoothly?

Have you loaded the specific drivers for the chipset on the motherboard? They usually come with the motherboard on a CD.
