[installer] Options for IDE shortcut

Especially with the coming of x64 PB, it would be useful to have options in the installer to add the /NOEXT, /PORTABLE and/or /LOCAL options to the IDE shortcut.
All my PB running computers have multiple versions installed, and it just adds an extra step upon installation.
Another useful thing would be to append the version number to the IDE shortcut too, as I pin them to the start menu and have to rename them manually too.
