How do I dail the users default connection and disconnect it?

windows already has a way to dial a connection...why would you want to re-invent it?
Maybe he's trying to re-write windows.

Its for my Talking Clock for the blind software. It has a emergency feature where the care taker of the blind will be sms's via the internet but since some people don't have boardband for 24X7 internet it would required the dial the connection send the message and close it.

Well then how does this fit into wanting invisible windows and icons not showing in the tray from your other posts if its for the blind? Not trying to be insensitive or rude but if its for the blind then why does it matter if the windows and icons are showing or not?
Theres no logical reason for not showing windows and icons unless you have a specific purpose requirement in mind or are trying to hide the existance of some type of activity. All your posts together so far make it sound like your trying to keep a user from knowing if your software is running or not, which might be why the responses in this thread may seem less then helpful.
I'd want the windows and icons to show myself, even for the blind, so that the sighted could assist them in setting the things up if needed, if they are invisible they can't do that. Different projects?
Anyway, what you want is in the MSDN, look for Remote Access Service (RAS).

I told you I was not being too suspicious! This is for a worm or trojan... Why would you have to HIDE an icon from a blind person?
And why... why??? Would your talking clock for the blind have to message caretakers? To let them know that it told someone the time? My aunt is blind... she has a watch with a face that opens up so she will always KNOW the time.
She is also over 75 and has a caretaker. She has a small device around her neck so that if she falls she can simply press it and it dials 911 and everyone else.
She doesn't use a computer.

And thinking about it... a talking clock is ridiculously simple... Once you had the sound bytes recorded you would just have to parse the time as numbers and play the appropriate sound byte!
