If you capture the debug output, you'll get this message form ATL.DLL
on Windows XP:
Running Ansi version of ATL.DLL on Windows NT : Slight Performace loss.
Please install the UNICODE version on NT.
The atl.dll in the PB compiler directory is an ANSI version from 1999.
Who's using the ATL.dll and is it necessary to update this?

For all with IE 4 and higher. I think there is no man that uses IE 3.1  ,
but i'm not sure, is atl.dll allways in the path in win9x?
On win2k and higher the dll is allways in better version in the path and works
