You can use every codec wich comes installed per default in the given operating system. In Windows WMV for instance or something similair.
But more recent codec technologies do need higher CPU capacities, so keep this in mind if you do think about intro movie sizes like 640x480 or so.

What about license?

WMV not royalty-free... IMHO

you don't need to ship the codec with your product, it's shipped with XP.
just use it encoding your video, it will be on the destination machine when playing the video, because it's included with XP.
....and there are other ways.
e.g. "Silent Hunter II" asked for installing QuickTime to play the Intro video...

...with X² - The Thread Windows Media Runtime Enviroment is shipped. So I think there should be redistributable Version... But that is not what you wanted I think ^^"
AVI is also a codec that is supported from the beginning. Depends on which platform you want do the software. Windows -> WMV, what else?

Have a look here:
http://www.radgametools.com/
Bink Video! creates excuteable videos with nice quality and you can display them with RunProgram. If you don't mind a small commercial at the end of the movie, bink is free.

A dll maybe or similar?
If for some reason you do not want a dll floating around but a single exe I guess you could binary include it, save it out to the user's temp folder and load it from there.
But if the app is going to be installed on a system anyway then I see no issue with a dll along with the exe file.
If you are lucky there might be some windows builds of Ogg Theora already.

WMV's license looks vague, however as I know many Japanese Windows games using it without additional cost, despite the WMV codec runtime requirement, it's the only easy/high-quality solution.
As to Theora, I don't know how to efficiently converting YUV to PB's RGBA (I know some code, but mostly patented).....
