Your friend using Vista?
If so, it's a Vista problem, not PB

The window-style and the startbutton/taskbar says it's XP.

If you download installer and run it without before saving to disk, this should be a security issue of XPSp2 (.chm files can contain embedded code). Do not execute directly when downloading but save to disk before. Than execute from there.

The same can happen if downloading and opening a .chm file from a ZIP file without first save zip file to local disk.

And do not forget to clear IE cache before re-doing the operation.

Hope it will helps.

I've no problem with Vista Ultimate 32,
