Preferenceoption for Template.prefs and Tools.prefs Path

Although it is certainly convenient for VISTA users that settings are now
being stored in the APPDATA directory, the fact that this behaviour may only
be changed using command line parameters is altogether annoying, since,
with clicking on file-icons, command line parameters cannot be passed.
So, I suggest that in the general settings an option be supplied for the
locations to store Templates.prefs and Tools.prefs in.
I do not like to keep application or programming data in files on system
partitions, for, with system partitions , cases and reasons are many where
these need to be formatted and re-installed due to severe system failures.
Preferences can be re-created swiftly , whereas templates and tools'
configurations may turn out to be much more laborious to reconfigure, so a
"safe haven" to store these would be much appreciated.
