Very interesting read PB.
Also pretty much explains why it is that I decided to get the hell out from working for myself & go back onto wages a couple of years back.
{ I worked quite successfully for myself for the best part of 10 years, but when I started looking closely in this legislation it scared the living bejeseus out of me to the point where I decided bugger this, I am better off on the dole than being at the beckon call of the beauroracy looming & ready to steal my house from me for my failure to see something unforseeable!! }

I had no idea those tree hugging liberal california lawyer types has emigrated to Australia / NZ area...
In this instance it is FOR the family of Mr. Randall. This is "probably" why it is enacted like this. To secure compensation and closure, so that a MAJOR multimarket company with battalions of lawyers cannot influence or compromise the process.
It does squash a bit on the small business. Sad also that it has to do that.
