I think you get emailled a full version of PureBasic which includes all the online help, libraries and your keyfile (assuming you buy online). Apparently there is a German distributor who sells PB on CD although this is cheaper and you cannot use the upgrades.
The docs basically consist of a reference manual, which cover the use of the editor, compiler, keywords and commands. There are quite a few example sources though.
Tutorials? As in "here's how to program in PB"? Not that I know of (although there was a group of people from these forums trying to write a book like that). There might also be stuff on the PB resources site (
http://www.reelmediaproductions.com/pb). Of course, there is quite a lot of source code floating around that you can look at and learn from.
By coincedence I just found this:

If you can read German it might be useful (I cannot comment since I do not).
