I know this is a very old question, but as I can see it, it has not been answered so far.

Is there a free (and freely usable) programming interface with which I can burn CDs on any PC running Windows?

Thanx! merendo

cdrecord should be the easiest way.
The hard way is to use the ASPI layer.

Well, I would say that it should simply reliably work everywhere...
