Add Links Support Under Help or Tools

There are some worthwhile sites, such as the one for FASM and PureProject,
that provide content for the Pure Basic programmer. Except that the FASM site does not give you a downloadable reference file, and the PureProject site is worth visiting directly. I stuck a link to the PureProject site into my Help folder to see what would happen, and the IDE only responds by showing me a Hex dump of the link file. I'd rather like seeing the option to open that link in a browser from the IDE so that I can visit the site in question.

Fasm comes with fasm.pdf which is an offline reference. To make a link, just type the link into a tool.
