More commands for 'Movie' library...

The commands in the 'Movie' library are great for extracting individual frames (or sequences) from video files/streams, but are there any plans to add commands that can do the opposite - insert or append one or more frames (in)to a video file/stream?
As a second best alternative, does anyone know of a fairly straightforward way to do this otherwise (on Windows, at least)? I'd like to import some video, do something with it, and then export it back out as a new video.
I've Googled just about everything, but most of the examples I've seen are for quite advanced C++ users. Any simpler examples? Or perhaps a simple .dll that does the hard work for you - that is also free?
