CHMOD variants (ftp question)

Im trying to chmod a file on a remote ftp server
I believe this server is windows as when I send the chmod command it says "chmod not understood" then if its windows, theres no need for setting the attributes. but again, I try to send the "system" command for retrieving server info (OS) and it says "system not understood" is this server setted up to be DUMB or what? is there any variant to the chmod command if not?.

oii... SITE CHMOD was the correct command
I wonder why they are like this

Im getting 425 after 150 (I use LIST and later I get 425 which is "Cannot open data connection (10061).") whats going on ?
