qfloat library

Qfloat is a wrapper library of the qlib library by Stephen L. Moshier http://www.moshier.net/
Stephen L. Moshier kindly grants permission to use his library without restriction.
Please note however, that this wrapper renames the functions and changes the argument order
so as to be closely compatible with the F64 lib.
