Is there a simple program already done in PureBasic that retrieves my external IP Address from my router? If not, can it be done with PureBasic.

external ip is determined by the remote server you connect to. So you cannot get your external ip unless you connect to a server wich sends you remote ip back to you. also
myip.dk lets you see it.
